"File already open" error message

I have a excel file that I created on my PC, is not on the
network for anyone else to use. But when I open it up, I
am told that the file is already open. I'm getting this
message with other users using excel files. Not that it's
hurting anything but users are complaining about the
message.

Try this

Tools>Options>General uncheck "Ignore other Applications"
Exit Excel and try again

If this doesn't work try to re-register Excel

On the Windows Taskbar
Close Excel
Start>Run "excel.exe /regserver"(no quotes)>OK.
See the space between exe and /regserver

You might have to designate a full path to excel.exe.
In that case Start>Run "C:\yourpath\excel.exe /regserver"(no quotes)>OK.
