File and Settings transfer wizard

I am using the wizard to get all the files and settings for my new PC. My
old PC has xpsp2 and Office 2003. When I run the wizard and choose files
and settings it does not appear to save any outlook settings of files. When
I restore to the new PC I have to set up Outlook from scratch. What am I
doing wrong?

If I may ask, why would you not recommend this?

recreate the mail profile from scratch and move the pst-file manually;
