File can not be accessed says may be read only

I have a spreadsheet that I can not open. It says the file can not be
accessed may be read-only or on a server that is unavailable.

I do not have Norton Anti Virus, I was not on a network the file is local to
my computer, and all other excel spreadsheets open fine.

I have tried to open and repair but I get the same message that the file can
not be accessed.

HELP?!?!?!
