file conversion window to select encoded that maked file readable

I have 2 Dell Demension 8400's with XP Office Pro running on both. When I
download a word doc from my corporate web site computer #1 opens it with no
problem in MS word. Computer # 2 gives me the message

"file conversion select the encoding that make your file readable."

This tells me its a computer issue not a document encoding or corruption
issue.

Is there a setting that I can change to get the documents to open on
computer #2 like computer #1?? This problem just started recently.
