Shane,
Since a .tif file is a graphic, there is no utility that
can directly translate it's content to an editable file.
Now, you can however, as long as the graphic image of the
page content is in good and readable condition, scan it
using OCR or Optical Character Recognition. This method
will can the graphic image and recognize alphanumeric
characters (for the most part) and provide you the ability
to save the result in a variey of formats, including Word.
If you have several pages you might consider a sheet-
feeding device, or taking it somewhere that can do it for
you.
