File <filename.doc> is not available

When I try to open a Word document from Explorer or Word,
this meesage comes up:
"File <filename.doc> is not available"

Then, when I close Word this message comes up:
"! Changes have been made that affect the global template,
Normal.dot. Do you want to save those changes?"

Creating a new word document and saving it works fine.
but when I try to open it, I get the same error messages
agian.

I can open Word documents with Notepad, no problem.

What is going on here? Is there a way to fix Word so I
can open Word documents?

I am using MS Word2000 9.0.692 SP-3 on Win2000.

You don't need to uninstall NAV, just disable the Office Plug-in.
