File in use

Getting an error with file in use on some .xls files that
I access even though I know they are not in use. Using
Office 2000 with Office 2ksp3 installed. Reinstalled
Office and reapplied the Office updates.

OS is w2k SP3 with latest security patches installed.

Any ideas what else I can do.
