File is not a Personal Folder

I copied my OL2003 PST a new installed machine. I'm not able to add th
data file to the Outlook profile.

Error: This is not a personal folder.

I believe the encryption (default OL2003 PST encryption) is th
problem. Can this be solved ???

Any suggestions !!!!!!!
