File Locks after First Check Out and Cant Check back in

I have a Windows 2003 server with a WEB site that is under source control
with VSS 6d. When I connect to the site using Visual Studio the check out and
check in is just fine. When I connect to the site using Frontpage 2003 I have
problems.

In Frontpage 2003 I check out a file. The file then shows a lock icon in
front of it. I am able to edit the file and save it. Once I close the file
the lock icon remains. If I try to open the file again I get a message saying
that I cannot open the file because it is already checked out to me. When I
right click on the file there is no Check In option available.

I have tried this using both an administrator account as well as a normal
user account.
