File Locks

I manage a 50 user network using Windows 03 server and Word 03. My users
work with a number of templates (.dot files) on the server (The templates
are changed frequently and are much easier to mange if they are at a central
location). This has worked well for a number of years, recently I have been
having a problem I could use some help with; One of my users opened 4 copies
of the same document template at the same time. When anyone else attempted
to use this template, they got a "User does not have permission to use this
file" message. Is there any way to tell Windows to allow more copies of this
file to be opened?

You can only 'open' one copy of a template at a time, but users should be
able to create new documents from it. How are the templates being used?

Note you cannot share the Normal.dot file among multiple users in Word
