File menu missing

When I open my database the office menu bar with FILE EDIT VIEW TOOLS IS
MISSING? Anyone have any idea why? I do see on the lower right an FLTR but
I am not sure how that happened or how to fix it.

One database or all databases? If one, are you using Startup options in
that database? To bypass Startup options, hold down the Shift key as you
open the database.

Is there any code that affects the menu bar?
