File Name & Location of Shortcuts created in Outlook 2003

Does anyone know where the current form of the ".FAV"
file for Outlook 2003 is now stored. Or does it even
exist anymore?

I want to be able to use a master set of shortcuts
created as administrator to populate shorcuts for other
users in the office ?
