File Opens as Read Only

After I save a file in excel and then email the recipiant receives the file
in "read only" mode. The file saved from excel is not read only. What makes
this happen?

the recipient is opening the attachment from the preview pane. he needs to
either open the message then the attachment or save it to the hard drive
then open it.
