File permission with lost access after reinstall

I planned to move my Frontpage 2003 to my new Vista install and could not
get access to my established Web site and saw a multiple line error message.
Frustrated I thought I would just re-install Frontpage on my older XP
machine and afterwards got the message below when I tried to publish an
update of a few files using the original workstation:

I had been publishing files and page updates without a problem before this.
When I try to open the site to get access to my permissions I see:
"The server extensions were unable to access file frontpage.lck Please check
file permissions"

I am sure I am missing something obvious with re-establishing permissions
but am missing an important step. Any direction appreciated.

Ask your host to delete frontpage.lck (this will be recreated as and
when required), and to run Server Health to repair the extensions.

Most error messages are "multiple line", so I am assuming the worst
here, but it could just be the Vista firewall not set up correctly for
FrontPage - hard to tell without the actual error.
