It could be nothing more than Windows reestablishing network connections
through your router. I know that on my PCs, after waking up, Windows goes
through the DHCP process all over again. I don't try any network activity
until the network icon in the Notification Area shows that the connection is
stable again.
This is one reasonable explanation, but there must be others. When I
bring my computer out of suspend mode and open my Agent mail/news
reader it comes alive and is usable almost instantly, but if I open
Outlook it takes the better part of a minute for it to quit rubbing
its eyes and struggling to get awake. Then I get a series of those
error messages, "Microsoft Windows Search Indexer has encountered a
problem and must shut down. We're sorry if this caused you to choke
with rage. Sent error report? Don't send?"
