FileC Documents & Settings reached maximum size-unable to reduce

We tried to delete some emails and this notice popped :

"C Drive-Documents & Settings/owner/local settings/application
data/microsoft/outlook/yvonne.pst REACHED ITS MAXIMUM SIZE--MUST REDUCE DATA
PERMANENTLY (delete with shift and delete) OR use new outlook personal
folders file 2003."

--when we tried to follow directions, the file would not open--even though
it is in Microsoft Outlook, so we can't delete anything! Help! THANKS!
