You can limit the file size on a per-web application basis by going
into SharePoint Central Administration - Application Management - Web
Application General Settings. Be sure to select the correct web
application at the top of the page.
Limiting file types can be accomplished on a per-web application basis
by going to SharePoint Central Administration - Operations - Blocked
File Types. Again, be sure to select the correct web application at the
top of the page. The global list can be managed using STSADM.
I do not believe that you can get any more granular than this.
