Files that are checked out for editing and are stuck

I have a file that shows a user checked out for editing, but they don't have
it open. It's been stuck this way now for quite some time. How do I as the
administrator unlock it or get this to become unstuck?

Turn off Doc Checkout, then run a tools recalculate hyperlinks, then turn Doc Checkout back on
