Filing Order in Outlook 2003

I've imported my contacts to Outlook 2003 from 2000. I cannot get my address
book to display the list Last Name, First Name
The File as box shows that I've selected Last Name, First Name (Gibson,
Adam)
I've set the contacts properties as last Name, First Name yet, when I
click on the Address Book icon to select an address for my email, all of the
Names are First Name Last Name(Adam Gibson) and the Display Name is First
Name Last Name (Adam Gibson)
Why is this occuring when I've made the necessary changes?

tools, accounts, view or change address books, select the outlook address
book click Change. Set it to use File As.
