Fill color tool inoperative

Anyone know what could cause the Fill Color not to work? I
have used it lots, but suddenly it won't apply a fill
color to the selected rows no matter how I select the
cells. I've looked everywhere I know to look and performed
searches at MS, but no results yet. Appreciate any
pointers!
