I am using Publisher 03 and I am trying to make a form that the person can
type in the infomation on the website. Then they are able to print it out or
save the file and submit it attached to an e-mail to me.

Use the "Form Control Option"
Design your form
Select the form properties
The user can fill out a form and submit directly to your e mail address.
