Filling in blanks on a word document

How can I use OneNote to complete a worksheet/questionnaire saved in Word,
while using my tabletPC? Then having the recognition feature fill in the
blanks, or add the comments, and save as the completed document in word? Or
do I have to save it in OneNOte?, and then can I use it in word?

I wouldn't use OneNote for that at all. Just open the document in Word, ink
right on it in Word, and save it in Word. I do that occasionally -- usually
to sign something on screen or fill in a date field or something.

If you need it recognized as text instead of handwriting then use the TIP in
the Tablet PC OS, write in there and let it insert the text.

Should be the same in Excel. In fact, if I recall correctly, Excel will let
you ink in the cells and it will input the value as best it can recognize
it. (so you might not need the TIP)

You might ask about that in one of the Excel groups where the Excel experts
hang out.
