How can I fill out a form without deleting the lines of the form or changing
the form itself?

This usually is accomplished by inserting form fields into a template,
protecting the template for forms entry, and then creating a new document
based on that protected template. Look in Word's Help system for information
on protecting forms for further information.

You can also create the form within a table that has no borders. The table
column and row heights can be fixed, so users entering "too much" data won't
move other parts of the form around.

There's no simple way to prevent them from deleting material you want to
keep in place, unless you use protected forms.
