Filtering charsets

Hi,
We have setup a foreign language filter (russian/ chinese and japanese
charsets)on our 3rd party mail filtering software which is working welll
however I am noticing some odd false positives.
The rule is blocking some legitimate emails that are sent locally within the
UK (same city even).
On examining the header of the emails, I can see the character set is koi8-r
or iso-2022-jp but the problem is we can’t find where it’s been set.
I’ve checked with the senders mail admin and asked him to check in Outlook
Tools > Options > Mail Format > International Options and they are set to
Western European. He's also checked regional settings and so on. One user
is on Oulook 2003 and another is 2007. I’ve included example of headers below:

charset="koi8-r"
Content-Transfer-Encoding: quoted-printable

Content-Transfer-Encoding: quoted-printable

Content-Type: text/plain;
charset="iso-2022-jp"

We did identify that it could be someting to do with the signature added to
the email (html) and this was changed however the problem is re-occuring.
Where else could these character sets be picked up from? Could it be
anything to do with the fonts Calibri and Brush Script MT?
