Filtering Completed Projects in TimeSheet View of PWA

I would like to be able to prevent people from entering time for
projects that have been completed or cancelled. Deleting the project
from the database is not a soln for us. I'm also aware of the ability
to define the time window for what is a "current task" is (not a soln
either). I created a Enterprise Custom Outline code that allows me to
group projects by Active or Completed in all other views for Project
Server 2003. However, when I modify the timesheet view in PWA the
Enterprise Outline code does not show up as a view option (maybe
because it's not a task). So my questions are:

1) Any way to get the Enterprise Outline Code to show up in the
Timesheet view so I can use it to filter completed projects. Or
should I be using some other enterprise variable?

2) When defining the PWA views one has the option of specifying
default order and filtering for all views except the Timesheet. Any
way to circumvent this restriction?

I have found that the best way to keep resources from
entering time on canceled or completed projects is to
remove all tasks from their time sheets. I would save a
backup copy of the project, delete the original from
server, then put the backup copy back on server. If you
don't publish the tasks they can't be seen by anyone.

Even if you got a view that filtered out the tasks
everyone would have to be using that view. Not a likely
occurence.

The other option which has been discussed here at some length is to change
the resources from Commited to Proposed using the Bookings field. This will
remove the project tasks from the resources' timesheets and still keep the
project on the server. This will only work for a complete project, not
individual tasks within a project. I would assume that if you changed the
Remaining work to 0 and the Remaining Duration to 0, you would in effect
close out the project for all subsequent analyses.
