Filtering ?

Can receive but not send Outlook (or Outlook Express)
mail to an international contact via Comcast (no problem
with all other contacts). However, Comcast webmail does
send and receive the international contact. Can not find
any Outlook filters on sending or receiving end.
Clueless.
