Filters Problem

I am having trouble getting the filters to work correctly. I keep
getting an error saying:

A value in the 'Rule description' box has not been set. To set a
Value, click underlined words at the bottom of the Rules Wizard.

I know I have got to be missing a simple step here. But I'd swear
under oath that I'm clicking and setting the underlied word, making
the appropriate setting, click ok then the error pops up.

Anyone know what's going on here?
