Finding a formula

I posted earlier and here is a revised look at my problem:

Difference Percentage

9 Alabama 9 696,741 943,799
247,058 15.06%

I need a formula to figure out how to show how many electoral votes each
candidte received to plug in for cells D9 and F9, the state end at cell A59.
