Finding existing categories

Is there any ways to access a list of all categories that have been
used? When a user right clicks on a message and chooses "Options..."
they are provided this list. I am looking to access this
programatically. Any suggestions?

Part of the master category list is hard-coded. If any customization has
been done to the list in the UI then it's kept in the registry. It's a
string in ANSI format for Outlook 2000 and earlier and a Unicode string that
is stored as a REG_BINARY for Outlook 2002 and 2003.
