Finding the right COTS project management tools?

I have a client that is looking for a project tool that permits them to
setup Jobs and then line items (tasks and dates and a checkbox for
completed) that will email a responsible party when a task is over-due.

There are more requirements, but I don't know of any basic COTS apps
that do this - any suggestions are appreciated.

Microsot Project Server do this things.
