First name first in public contacts

I am setting up a client list, and a list of the different
contacts for each company for the firm I work for.
Outlook defaults to filing them as last name first, first
name last, but when I go into a new mail message and click
To and view that address book, it lists all of the
contacts for that folder by first name. Is there a way to
fix or change this??? The firm directory (for our firm)
is listed properly (By last name), but none of the public
folders or personal contacts are.
