First Time Run after Installation

Hello,

I'm getting an error saying that I didn't run MS Access 2007 after I
Installed it. This happened to 1 out of the 4 people I put on the computer.
What I have is a shortcut that points to MSAccess, the MDE and the security
file, however when I run this on the account it says that the version of
Access is old and that I didn't run access the first time. How can I resolve
this issue?
