first two lines of doc not responding to format

We have a document where the first two lines of each page
are not responding to the formatting of the paragraph of
which they are a part. Is there some other function that
controls the format of the first two lines of a document?
This is NOT the header.

If this is just one document that is affected, it may be corrupt. However
try the following. Toggle on the non-printing characters (Ctrl+Shift+8) and
see if there is anything amiss. Otherwise, try the Help Pointer Shift+F1 and
click on the paragraphs and sentences around the lines to see if there is
anything obviously wrong with the assigned formatting.

If that fails, select all but the final paragraph mark (Ctrl+End,
Ctrl+Shift+Home, Ctrl+C) and paste into a new blank document. Does that
resolve the problem?
