Fit ruler length to page

Ruler stays at A4 paper size, while page setup is Letter
and page displays as letter. Distorts margins. Might have
occurred after a mistaken 'shrink to fit' request.
Result: page printed is miniature, not full-size, neither
in A4 nor Letter. How do I correct both ruler and shrink
to fit problems?
