Fix bug in Excel relating to rotating text 90 degrees while using.

I think I've discovered a bug when using test rotated 90 degrees in Excel on
computer monitors that are flat panel. The rotated text apprears double
spaced on the screen. However when printed or viewed as a print preview, the
text is single spaced as it should be. I am using Excel 2000 (9.0.3821 SR-1)
software. I am using Dell UltraSharp flat panel monitors.
