After fighting this problem for several weeks and trying all the "fixes" suggested, I received help from Microsoft Technical Support and here is their fix. Steps 1 & 2 did not work; Step 3 fixed my problem. Have your Office CD and a empty floppy available.
I quote the e-mail received:
Based on my experience, this type of issue is most likely caused by the following reasons:
1. The Windows Installer service is not registered properly.
2. Incorrect version of the Windows Installer 2.0.
3. The installation of Office XP is corrupted during upgrade.
Please test the issue step by step and let me know the results.
STEP #1: Unregister and Reregister the Windows Installer -
(a) Quit all programs that are running in the background.
(b) Click the Start Menu-> Run, type "msiexec /unregister" (Quotes are not included and there is a space between msiexec and /unregister) in the Open box and press Enter. NOTE: Nothing will seem to happen.
(c) Click the Start Menu-> Run, type "msiexec /regserver" (quotes are not included) in the Open Box and press Enter.
NOTE: The hour glass might flash for a second.
(d) Restart your computer and then test the issue again.
STEP #2: Install the Windows Installer 2.0
Download and install the latest version of the Windows Installer 2.0 from the following link:
Instmsiw.exe for Windows NT, Windows 2000 or Windows XP:
http://download.microsoft.com/download/WindowsInstaller/Install/2.0/NT45/EN-US/InstMsiW.exe
Note: You may receive the "Wrong OS or OS version for application" warning dialog box. This means the Windows Installer is already Version 2.0. If so, please directly go to Step #3 to repair Office.
Restart your computer and test the issue again. Does the problem still exist?
STEP #3 Complete Reinstall Office XP (You need your Office XP Small Business CD)
To resolve this issue, run the Microsoft Windows Installer CleanUp Utility to remove the Windows Installer registry settings, and then reinstall Office. To do this, follow these steps:
1. Download the Windows Installer Cleanup Utility on your desktop. (GO TO WEB SITE)
For NT/2000/XP
http://download.microsoft.com/download/office2000pro/util20/1/NT4/EN-US/msicuu.exe
2. After you install the Windows Installer CleanUp Utility, click Start menu-> All Programs-> Windows Install Clean Up.
3. Highlight Microsoft Office XP (Small Business) entry in the list and then click Remove. Please don't remove any other entries in the list.
4. Click OK and wait for the process to end.
NOTE: If you cannot see Microsoft Office XP in the list, please ignore it and move on.
5. Click Exit to close the Windows Installer Cleanup Utility.
6. Click Start Menu-> Run, type "regedit" (without quote marks) in the Open box and press Enter.
7. Locate the following two registry keys: (you have to open the folders by pressing the "+"
HKEY_CURRENT_USER\Software\Microsoft\Office\10.0
HKEY_LOCAL_MACHINE\Software\Microsoft\Office\10.0
8. Right click on this key and click Export to back it up. (to floppy) Then delete those keys.
9. Delete the "Microsoft Office" folder located in the C:\Program Files. (I got there by double clicking on "My Computer",
double click on "C:", double click on "Program Files"; right click on "Microsoft Office" and delete it.
10. Click on Start menu-> Run, type "%Temp%" (without quote marks) in the Open Box and press Enter.
11. Empty the "Temp Folder". (Click on Edit, Select All, and delete)
12. Empty the "Recycle Bin".
13. Restart your computer and then install a full version of Office XP.
After you install Office XP, please go to the following Microsoft Website, and click the Go button next to "Scan my computer to find Office updates I need" to check for the available Office Updates.

Seeing we all think "Restore System" caused this problem, I have checked this out and the Web Site still scans my computer for Updates OK.
