It wishes to correct "staff are" to "staffs are" or "staff is". Obviously
staff is one of those words that by default is plural and thus both
suggestions are completely and 100% wrong.

This may be a US/UK difference. What language setting are you using?

As Suzanne has indicated there are differences in grammar between UK and US
English, but there is also the issue that the word 'staff' can be singular
as in a form of stick or baton and I doubt the grammar checker has the level
of context discrimination to choose which word was intended. In any case I
was taught that in this instance 'staff' is a singular entity, thus 'staff
is' would be correct in any case. It is the 'members of staff' that are
plural.
