Fix missing shortcuts from Screen Tips when option is activated

In outlook 2003 (11.5608.5606), in the Message window
after I check the 'show shortcut keys in screen tips' option
I don't see the shortcuts 'CTRL+>' and 'CTRL+<' on the Next/Previous toolbar
keys.
