Fix position of a paragraph

I would like a paragraph to always start exactly 3 cms down from the
top of the page, and the next paragraph to start 10cms from top of the
page.

Is there a way I can fix the postion of a paragrah?

If this is a form, you can use tables to position text. See

You can take a look at the Advance field and see if that meets your
requirements.

The other possibility would be a Frame or a Textbox or a Table that's
positioned relative to the page ("Move with text" is deactivated). A
Frame can be defined as part of a style, which makes it easy to apply to
existing text.
