Fix the number of lines per page?

....typing court transcripts... I turned on line numbering, restart each page, and adjusted the top and bottom margins to get "EXACTLY" 25 lines per page. However while I'm getting 25 sometimes, I also get 23,24,26 and 27. The font is consistent (courier new, 11 point). Left margins vary. Do sometimes use bold. Paragraphs may span pages or multiple paragraphs may appear on a single page. I have not drawn any correlations among these things and the varying number of lines.

How can I fix the number of lines per page to 25?

The variation is likely caused by widow/orphan control. See

Hi Joe,

Try setting the line spacing to an exact figure rather than single or 1.5.
Single is approximately 120% of the font point size. So if you are using a
10pt font, try setting the spacing to 12pts.
