When I drag the scroll bars to the top of the window, I sometimes overshoot.
If I don't hit the top exactly, the scroll bar drops back down to the bottom
of the window and I have to drag it again and move more slowly.
This is a time waster.
Why can't it just stay at the top of the window like the Mac system does?
