Fixed Object

Is it possible to put an object in the background and make it stick to one
spot
while I scroll, can you explain it to me? Use small words!!! I checked out
the tutorial site giving an explanation on backgrounds, but what I discerned
from it didn't give a method for making a stationary Object.)

I believe what you are asking for requires framing, and Publisher has no
support for framing.

I know that Publisher is limited, but I've seen it before on web pages- The
best example I can give is www.enjoyincubus.com. Throughout the website
there is a fixed background, and what I'm specifically looking for is
comparable to the speckled pattern that does not move, situated underneath
the scrolling text. I'm want to get Word Art to stand in place while I
scroll through text- without using frames. Is this possible?

Sorry, no. The site you reference does use framing and Publisher does not
support framing. If you want to use framing you will need to use something
other than Publisher to produce your website. But before you do that I would
suggest that you research the downside of using framing. There are reasons
why most websites do not use framing. Try Googling 'problems with framing a
web site'.
