fixed size subreport for varable row count data

Hello,

I have a subreport that is supose to display the 1st three people in an
inccident. I know how to filter so that it only prints the 1st three but
when there is less than three people I need the subreport to print all three
boxes (form) just as if there were three people. Any ideas?
