Fixed text positioning

Hello. I am in the process of creating a new template and wanted to know if
there is a way to fix the position of "boilerplate" text. In other words, I
have some text that I don't want moved regardless of what the user types.
Any help is appreciated. Thank you.

I have found that the easiest way to accomplish this is to use a
borderless table to contain all your text - as well as any fields in
which the user will enter data. Then define the appropriate row
height(s) so they cannot be exceeded. Use Paragraph formatting (space
before and after) to position your boilerplate text within the table.
