fixed units vs. work vs duration

I have a situation where we are using project server and utilizing an
enterprise resource pool. Everyone in the group works as many as 8 projects
at a time and at a moments notice an "emergency" project may pop up and take
resources. What type is the best way to handle this scenario. Please keep in
mind I have multiple projects at a very granular level of activity I am
managing. Help.

You need to restate your question which kinda reads like this: I have a
