Fixed work hours changing?

Does anyone know why this is happening?

Here is an example of what happened yesterday: Using Project Professional,
I create a task and establish a "Fixed" number of hours (8 hours) and enter
one resources at 50% allocation, the duration is set automatically of course
(16 hours). Save and republish the project. Then…another resource…..

* assigns himself to the same task I created above through PWA, enters
nothing in the "work estimate" box
* Project owner accepts the task and performs an update.
* A the project owner, I examine the task that originally had a "Fixed Work"
unit of 8 hours, it now has 12.67 hours
* the original resource is still allocated at 50% but now MS Project/Project
Server has given him 4.67 hours worth of work on the task.
* The second resource that assigned themselves to the task through PWA, is
allocated at 100% (their resource global default) and has is now given 8
hours of work.
* End result: Project has now changed my "Fixed Work" from 8 hours to 12.67.
Project has added an additional 4.67 hours to my “Fixed work†task. Why?
* Duration also changes from the original two days to one.

In playing with this issue further, depending on the amount of hours you put
into the "work estimate" box through PWA, the total hours will fluctuate from
more than you originally entered or to less than what you entered. I know it
sounds crazy but it's true.

The only thing I can think of is that the PWA "assign myself to a task"
option, affects actual work hours. Then again, maybe I just don’t understand
what it’s ‘supposed’ to be doing. Microsoft has done a horrible job in
documentation the Project Server piece of this problem. Please keep in mind
that I’m starting out with “Fixed Work†hours. I don't have a problem with
PWA or Project changing the duration or splitting the amount of work, as I
understand the formulas. The problem I have is that it appears to be
changing the "Fixed Work" hours.

Thanks for the reply, yes. That was one of the first things we checked. All
are running SP1.

Project Pro 2003 (11.1.2004.1707.15) SP1

we're stumped!
