Fixing a line in place

I have a one page document which is divided into three more or less
equal parts by a pair of horizontal lines. I would like to find a way
of ³fixing² the position of these lines so that they wont move no matter
how much typing/carriage returns appears above the line.

I¹ve tried to Save As a template but that does seem to do it.

Well you *could* do it as a watermark.
OK I know it is klugy, but it *is* Saturday arvo.
Make a graphic eps or tiff with the lines where you want them, and
attach it to the page header.
