Fixing Provider (0x80004005) Unspecified Error

I've tried almost all steps so fix the error, but I've failed.

I read and followed MS KB articles163351, and 174943
and have also followed these URLs:

What I did?
#1. Have setup TEMP and TMP system variables (tried both C:\temp and
%SystemRoot%\TEMP)
#2. Granted IUSR_MACHINENAME full access to those folders
#3. Granted IUSR_MACHINENAME full access to the database
#4. Granted IUSR_MACHINENAME full access to the folder that contains the
database
#5. Have granted IUSR_MACHINENAME full aceess to the WINNT folder
#6. Have checked the Allow inheritable permissions from parent to propagate
to this object

What else I've missed?

Server Profile:
Windows 2000 server, MS-Access 2000 DB, System DSN

I would like to know what is the exact problem and fix.
