Fixing the paper size for all notes

One question here, I just want my notes all in A4 size, college ruled, and
everytime I create a new note, the paper size is always in auto.

How to set A4 to be default size for every page and section?

Go to File | Page Setup. In the Task Pane that appears, make the settings
you want, then save them as a stationery (using the link at the bottom of
the Task Pane). Then specify to have that stationery as the default for
new notes.
