Flagging does not work correctly

Does anyone else have this annoying Outlook problem:

You receive a message. You attempt to flag it and the flag doesn't turn on.
You keep trying to flag it and eventually within a few minutes it accepts
the flag. Or, at any time you can close/reopen Outlook and the message will
then "take" a flag.

I have this happen all the time. It doesn't happen every email but it
happens often enough to be annoying.

Any ideas as to what could cause this?
